WebCam permission not recognized

I’m trying to live stream directly with my laptop, camera and microphone, but YouTube keeps popping up the “To start streaming allow access to your camera and microphone“ even though I already have. I’ve tried two different browsers and checking cookies and restarting, etc.. Any clue why I can’t get past this?
