Wheel problems

I got a used Shimpo RK-2 from an auction. It worked when I picked it up and has spent two months in my garage while I waited for the weather warm up (the garage is the only place I have to set up the wheel and it has been COLD).

Anyway, I plugged it in and turned it on today. The motor kicked in just fine but the wheel head will not turn. I gave it a helpful/encouraging spin with my hand but nothing.

I downloaded the owners manual and am thinking the cone needs to be replaced. Getting ready to take the cover off and dive in. Any words of wisdom or resources I should check out? I am a little nervous and clearly don't know what I am doing. :)
