Error when downloading cloud save

I'm having an issue where I can upload game saves to the cloud but I cannot download the cloud saves on another console. The error code Im receiving is c1-2749-2. This happens with all games and not just specific ones. My ps subscription is current. I've tried searching for this code on 3 vita subs with no luck. Has anyone else had this issue and knows a fix?
