Is 1000 impossible?

Just had a freakin' 650 VS 656 game. I lost. I made 0 blunders, 0 misses, 2 mistakes. 18 best moves, 17 excellent, 10 good, 6 inaccuracies. 80.6 accuracy. 1300 "game rating".

Opponent made 0 blunders, 1 miss, 0 mistakes. He had 2 greats, 25 best, 17 excellent, 4 good, 4 inaccuracies. 86.9 accuracy. 1400 "game rating".

This is ~650 ELO. What in the nine hells is going on at the 1K level? I can't even imagine....

EDIT: Oh, also...it was a 15+10 game. Opponent had 18:21 on the clock at the end! ROFL. He also has 969 wins, 987 losses, and 39 draws. Nearly 2000 (!!!) games...and he's 650 - although plays much higher I'd argue. Is this a sandbagger? Or is there some weird hump between like 600 - 800 ELO?
