RE4 Remake Primal Knife for NG+

Just completed my first play through and am about to start a no healing/no speaking to merchant run. How can I fully upgrade the primal knife before starting my run where I don’t speak to the merchant?

Do I start a new save file on NG+, get to merchant, upgrade, save. Then start under a new NG+ save file?
