Ground vs. Floor

I've just noticed that I'm now hearing a lot of people using ground and floor synonymously.

Like a cop saying "Get on the ground!", I'm now hearing a lot of "Get on the floor!" and they're in the middle of a parking lot or something. Or "I was walking down the street and found a 20 dollar bill on the floor."

On the flip side, if you're inside your house, you could say both "I found 20 dollars on the ground in my living room" and "I found 20 dollars on the floor in my living room".

I know my examples suck, but I'm hoping you get the idea. I've struggled my entire life trying to put into words what I'm thinking.

Idk it just doesn't sit right with me. I always took ground to mean like the earth, grass or anything outside and floor was inside of a structure or something.

Has it always been like that, or am I just noticing it now?
